Group Manager – Commissioning and Partnerships x2

This role is office-based; however, it also offers some agile or remote working based on service need

We are seeking two experienced and motivated Group Managers to join our Adult Social Care Commissioning and Partnerships team at a pivotal time of transformation.

These roles provide leadership across either:

  • Commissioning (market development, contracts and service transformation), or

  • Business Support Services (Financial Assessment, Deputyship and Direct Payments)

Both roles play a critical part in ensuring high-quality, sustainable services that meet the needs of our residents, while delivering value for money and meeting statutory responsibilities.

You will lead teams, manage complex work programmes, and work closely with partners across the system to design and deliver effective solutions.

Key responsibilities

To provide leadership, direction and day-to-day management of teams and deliver services in line with business plans, budgets and performance expectations. To manage complex programmes, contracts, and stakeholder relationships

Identify service gaps and implement improvements. The successful candidate will represent the council in partnership settings and influence outcomes. Provide support and cover for other Group Managers as required

About you

You will bring:

  • Significant experience in Adult Social Care commissioning and/or support services

  • Strong knowledge of relevant legislation (e.g. Care Act 2014, charging frameworks, contract regulations)

  • A proven ability to lead teams, manage performance and deliver change

  • Excellent partnership, communication and influencing skills

  • Strong analytical ability, with experience using data to inform decisions and improve services

You’ll be confident managing complexity, able to balance operational delivery with strategic thinking, and committed to improving outcomes for local people.
